STARS was created to address structural gaps in American communities:

• Housing instability and blight
• Food access fragility

Rather than operate episodic programs, STARS builds operational infrastructure.
From inception, the focus has been clear:

Train real people.
Maintain readiness before crisis.
To execute this model, STARS established the Readiness, Renovation & Rescue Group (3RG) as its operational arm.
Together, STARS & 3RG integrate daily stabilization with surge deployment capability.
